Minutes
Monday October 11, 2010

BE IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL MET IN REGULAR SESSION ON OCTOBER 11, 2010 WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: JACK BLACK, LOY JOHNSON, TOMMY MARINER, CHRIS MITCHELL AND JOY WILSON.

HEAR THE PUBLIC

Levi Hooteen, UT student, presented a presentation on the New Norris House project. 

Several residents have concerns with police officers and how they handle issues around the community.  Council will work with manager to restore the confidence that they have here in Norris. 

C. A. Ridge reporting on planning commission...workshop meeting will be Monday Nov. 1, 2010 7pm.  Body considers use of limited chickens in residential zones.  Has not voted yet if going to send to council or not. 

Council Member Loy Johnson reviewed Recycle Committee.  Will present next council meeting.

MINUTES

1.  Council Member Jack Black moved to approve the Council Minutes from September 13, 2010 as written.    Seconded by Council Member Loy Johnson.  Motion carried by voice vote.

OLD BUSINESS

The board would like to expand 4 members to 7 members on the animal commission.  Discussion was made and will need an ordinance to expand membership. 

2.  Council Member Chris Mitchell makes a motion to expand the membership on the animal commission board from 4 to 7 members on First reading.   Seconded by Council Member Joy Wilson.  Motion carried by voice vote. 

3.  Council Member Chris Mitchell makes a motion to add Christina Eich to the animal commission board.  Seconded by Council Member Loy Johnson.  Motion carried by voice vote. 

Draft Survey for Speed controls

Council will plan to visit Y-12 Plant in Oak Ridge to learn more about speed controls. 

Also, discussion was made for council members to volunteer on a Saturday to conduct a survey of residents. 

4.  Council Member Jack Black makes a motion to do survey on water bill and leave off 2nd part of survey and bring for council next month.  Seconded by Council Member Joy Wilson.  Motion died.  Tabled.

5.  Council Member Jack Black makes a motion to amend motion 4.  Seconded by Council Member Joy Wilson.  Voting aye:  Jack Black, Loy Johnson, Chris Mitchell and Joy Wilson.  No:  Tommy Mariner.  Motion passes. 

Discussion on 15-128 Special regulations for truck traffic.  Post truck signs at each entrance of city. 

6.  Council Member Tommy Mariner makes a motion to post 3 signs up  to restrict through Truck Traffic at the three entrances to the City: East Norris Rd, West Norris Rd, and Reservoir Rd.  Seconded by Council Member Loy Johnson.  Motion carried by voice vote. 

CITY MANAGER REPORT

Year to date expenditures are in line with the budget, with the exception of legal expenses associated with the annexation of property along Highway 61.  Revenues are on track thus far with State sales Tax and Local Option Sales Tax tracking to budget.  90% of property and personal property taxes were collected through September.

7.  Council Member Jack Black makes a motion to cover the legal fees and take out of undesignated fund balance $6,360.16.  Seconded by Council Member Joy Wilson.  Voting aye:  Jack Black, Loy Johnson, Chris Mitchell, and Joy Wilson.  No:  Tommy Mariner.  Motion Passes. 

8.  Council Member Chris Mitchell makes a motion to take out of undesignated fund balance $750 for Public Safety to have a recorder on hand.  Seconded by Council Member Tommy Mariner.  Motion carried by voice vote. 

EECBG update.  We have now received the approval documents from the Energy Policy Office and can proceed with work.  We are preparing projects for bid.

TEA-21 Sidewalk Grant update.  We received TDOT approval to proceed with the construction phase on October 5th.  The planned date for opening bids will be November 17th

TML results came in with no major issues identified. 

City employees had a training session on civility in the workplace by TML.

LPRF Grant.  City has received a grant for parks and recreation for $18,500.  Norris Recreation Commission will be working with Camelot to determine the direction for this project. 

Annexation update.  An appeal was filed to the Court of Appeals, Eastern Division, Knoxville, TN.  This action does continue to delay the effective date of the recent Highway 61 annexation. 

NEW BUSINESS

9.  Council Member Joy Wilson makes a motion on 1st reading of Ordinance 520 to define front, side, and rear setbacks.  Seconded by Council Member Jack Black.  Motion carried by voice vote. 

10.  Council Member Joy Wilson makes a motion on 1st reading of Ordinance 521 to define and regulate Adult Businesses.  Seconded by Council Member Loy Johnson.  Motion carried by voice vote. 

11.  Council Member Tommy Mariner makes a motion to have a public hearing at 6pm Monday November 8, 2010 for Ordinance 520 and 521.  Seconded by Council Member Joy Wilson.  Motion carried by voice vote. 

12.  Council Member Chris Mitchell moved to adjourn.  Seconded by Council Member Tommy Mariner.  Motion carried by voice vote.  9:00pm.
