Monday September 13, 2010

 

BE IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL MET IN REGULAR SESSION ON SEPTEMBER 13, 2010 WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: JACK BLACK, TOMMY MARINER AND CHRIS MITCHELL.  NOT PRESENT:  LOY JOHNSON AND JOY WILSON.
    

Mayor Mitchell opened the meeting by informing the Council that Loy Johnson and Joy Wilson would be absent.   As such, he would defer any contentious issue to a future meeting to assure that the majority of Council could review before action.

 

HEAR THE PUBLIC

Harry Shatz thanks Jack Mitchell for all the concerts on the commons this past summer.  Enjoyed very much. 

Norris resident Doris Pace had concerns with her water bill.  She accidentally underpaid her water bill last month by 6 cents.  She was displeased with the penalty for her 6 cent mistake.  Vice Mayor Mariner said he was shocked and computer programs should not run us but we should run the computers.  Mayor Mitchell said that the issue would be addressed.  

Mr. Shatz said he had an issue with a high water bill.  He was advised how to check for a leak on his property.

 

MINUTES
1.  Council Member Tommy Mariner moved to approve the Council Minutes from August 9, 2010 as written.    Seconded by Council Member Chris Mitchell.  Motion carried by voice vote. 
   
OLD BUSINESS
Board and Commission Vacancies

Mayor Mitchell nominated Katrina Buckley for membership on the Norris Little Theatre Board.  He nominated Jackson Spurling for the Recycle Commission and he also nominated Spencer Boardman for membership on the Norris Planning Commission. 

2.  Council Member Tommy Mariner moves to approve the nominations stated above.  Seconded by Council Member Jack Black.  Motion carried by voice vote.   

   

Draft Survey for Speed controls and Chickens

3.  Council Member Chris Mitchell makes a motion to table the traffic survey until next month and leave chicken issue run as planned through Planning Commission.  After discussion, the motion was seconded by Council Member Jack Black.  Motion carried by voice vote.
 
Limitations on Through Truck Traffic.  Discussion was made on 15-128 Special regulation for truck traffic. 

4.  Council Member Chris Mitchell makes a motion to table the 15-128 Special regulation for truck traffic till next month.  Seconded by Council Member Tommy Mariner.  Motion carried by voice vote.

   

Paving quotes for speed cushions.  Mr. Hester stated that two bids had been received for 2010-11 paving.  The winning bid was submitted by Duracap.  Mr. Hester suggested that the asphalt speed tables be omitted from the paving project so that paving could go forward as planned.   Council could decide at a later date to add pre-fabricated speed tables if desired.

5.  Council Member Tommy Mariner moved to approve the low bid by Duracap and with out tables.  Seconded by Council Member Jack Black.  Motion carried by voice vote.   
 
CITY MANAGER REPORT
2009/2010 Year to Date (Actual through June) Budget.  Unaudited Actual revenue $1,124,867 against expenditures of $1,128,618.  Expenditures exceed $3,751 which Gas Tax will off set that by about $1,400.  The difference will come out of the undesignated fund balance.
 
Year to date expenditures are in line with the budget, with the exception of legal expenses associated with the annexation of property along Highway 61.  Employee healthcare cost has increased by approximately 4.5% against a budgeted increase of 5%.  Revenues are on track thus far with State sales Tax and Local Option Sales Tax tracking to budget.  87% of property and personal property taxes were collected through August.   
 
EECBG update.  The Energy Policy Office is in the final stages of getting the contracts out to the communities.  These will be reviewed and returned within the next 2 weeks.   
 
TEA-21 Sidewalk Grant has been under review by TDOT and will soon be approved to bid the project.  The project is on schedule to begin late this summer.
    

TAUD Conference.  The Norris Water Commission hosted a 3-day conference August 31 September 2nd as part of the Tennessee Association of Utility District Training Station’s Training Program for water and wastewater treatment plant operators. 

   

FEMA Flood Management Training.  City Manager Hester attended this FEMA sponsored training session on August 30th.  The City of Norris is fully compliant with its current Flood Plain Ordinance. 

   

Recycling Grant.  This grant is available if needed.  Council decided not to apply for this year.

   

Worker’s Comp Injury.  Public Works employee had an injury August the 20th will be out for 6-7 months.  City will need to hire a temporary worker to assist in Public Works in the interim.

   

Annexation update.  An appeal was filed to the Court of Appeals, Eastern Division, Knoxville, TN.  This action does continue to delay the effective date of the recent Highway 61 annexation.

   

NEW BUSINESS
6.  Council Member Tommy Mariner makes a motion to table Ordinance 520 and 521 till next month.  Seconded by Council Member Jack Black.  Motion carried by voice vote. 
7.  Council Member Jack Black moved to adjourn.  Seconded by Council Member Chris Mitchell.  Motion carried by voice vote.  8:25pm.
