Minutes

Monday August 9, 2010

 

BE IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL MET IN REGULAR SESSION ON August 9, 2010 WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: LOY JOHNSON, TOMMY MARINER AND JOY WILSON. 
NOT PRESENT:  JACK BLACK AND CHRIS MITCHELL.
 

  

Mr. Mariner opened the meeting by informing the Council that Mr. Mitchell and Mr. Black would be absent.   As such, he would defer any contentious issue to a future meeting to assure that the majority of Council could review before action.

 

HEAR THE PUBLIC

Edward McEleney has concerns with coming out on Dairy Pond Road during school start and dismissal hours.  Stating it is nearly impossible to get out onto the East Norris Road from Dairy Pond Road.  Council Member Tommy Mariner will address with Norris Middle School Principal Jeff Harshbarger. 

Harry Shatz has concerns with Semi Trucks and Heavy traffic flow coming into Norris.  A suggestion was made to look at putting signs up “No thru Semi Truck traffic” and the cost.
  

MINUTES

1.  Council Member Joy Wilson moved to approve the Council Minutes from July 12, 2010 as written.    Seconded by Council Member Loy Johnson.  Motion carried by voice vote.

 

OLD BUSINESS
2010/2011 paving plan for City Streets was discussed to be put up for bidding.  The areas will be in Norris square and Commons area.  The bids will go out for two speed cushions with striping.   Mr. Hester stressed that the speed cushions could be removed if Council desired when a contract was approved. 
 
2.  Council Member Joy Wilson made a motion to proceed with the bidding process.  Seconded by Council Member Loy Johnson.  Motion carried by voice vote.
 
CITY MANAGER REPORT
Year to date budget.  Final numbers for the 09/10 FY will be available for review at the September Council meeting.  The preliminary work for the annual audit, as conducted by Bacon, Howard and Company, has begun.  Audit results will be available this fall. 
 
EECBG update.  The Energy Policy Office is in the final stages of getting the contracts out to the communities.  Grant details were received today, 8/9/10.   These will be reviewed and returned within the next 2 weeks.  There will be Grant Training on how to administrate the funds, and Mr. Hester and Mr. Taylor will attend towards the end of August. 
    
City County Election reports that first day to pick up petitions was May 21st and the last qualifying deadline date is Thursday August 19th by Noon. TEA-21 Sidewalk Grant has been under review by TDOT and will soon be approved to bid the project.  The project is on schedule to begin late this summer.  

  

Fire Truck Funding from Anderson County Government has voted to increase the County funds for fire trucks by $25,000 upon Resolution approval by County Commission.  This will increase our City funds to approximately $218,166 to fund a Fire Truck.  A FEMA grant is applied for balance of funds.  Looking at spending around $280,000 with equipment.

   

Annexation update.  The Motion to Dismiss and/or for Summary Judgment was heard at 9:00am on Friday July 16, 2010 in the Circuit Court for Anderson County Tennessee. 

The Circuit Court Judge found in favor of the City’s motion to dismiss, based on the plaintiff not having legal standing under Tennessee Law.  The judge subsequently signed his ruling on July 27th, which, barring an appeal will make the Highway 61 annexation final ion August 27, 2010.

 

NEW BUSINESS

Council Member Tommy Mariner has concerns with putting up defibrillators in the best location per State Law.  City Manager Tim Hester will check on Law and find best place to put defibrillators.  Also, will look into training opportunities for employees and individuals. 

Council Member Tommy Mariner has concerns with updating Charter books with the new information.  City Manager Tim Hester stated when funds where available we will update.  The cost of re-codification is an estimated amount of $3,000, which was not budgeted in the current fiscal year.
   
BUDGET AMENDMENTS
3.  Council Member Loy Johnson moves the following appropriations in the 110 General Funds.  Seconded by Council Member Joy Wilson.  Motion carried by voice vote.

4.  Council Member Joy Wilson made a motion to pass the Resolution 6-2010 authorizing the application for a grant form the Tennessee Arts Commission.  Seconded by Council Member Loy Johnson.  Motion carried by voice vote.
   
Minutes and Reports

Recycle Committee will change from 2nd Tuesday to 2nd Thursday effective immediately.

  

5.  Council Member Loy Johnson moved to adjourn.  Seconded by Council Member Joy Wilson.  Motion carried by voice vote.  8:00pm
