Norris City Council Minutes

BE IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL MET IN REGULAR SESSION ON MONDAY, MARCH 11TH, 2019, AT 7:00 P.M. WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: BILL GRIEVE, LARRY BEEMAN, JESSICA OGBURN AND LORETTA PAINTER. ABSENT: MAYOR CHRIS MITCHELL.

 

The meeting was called to order by Vice Mayor Beeman.

 

HEAR THE PUBLIC

 

 

George Meceli-98 Butternut Drive asked about the flooding concerning on Dairy Pond Road. Miceli stated that he had not seen this much rain in over 10 years and wondered if the City could do anything about it. Vice Mayor Beeman stated that he saw that road flooded in 1997, and it was a natural drainage area. Council Member Grieve stated that he had seen Dairy Pond flooded a few times in his time living in Norris. Interim Police Chief Sam Ogburn stated that he had been in contact with Anderson County Emergency Management-they are aware of the flood conditions and stated they would look into the situation to help in the future.

 

Scott Sain-90 Reservoir Road asked if the City would be hiring any more officers for the Police Department. Mr. Sain stated that he had lived here for 40 years and had never seen it not be maned with two officers on each shift. Vice Mayor Beeman stated that the issue would be looked into when the new City Manager starts. Council Member Painter stated that once new City Manager names a full-time Police Chief then the situation could be looked at further.

 

 

APPROVAL OF MINUTES

 

The minutes of the February 11, 2019 Council Meeting were presented for approval. Motion was made by Council Member Loretta Painter to approve the minutes with no changes. Motion was seconded by Council Member Grieve. Motion carried by voice vote.

 

Old Business

 

  1. Boards and Commissions Vacancies – Vice Mayor Beeman stated that the Mayor had received two letters of interest to fill the vacant positions on the Planning Commission. Council Member Grieve made a motion to appoint Will Grinder to the Planning Commission, Council Member Painter seconded. Motion carried by voice vote. Vice Mayor Beeman stated that Bill Ross also expressed interest to the Planning Commission and was interested in helping the City. After further discussion Council Member Grieve made a motion to appoint Bill Ross to the Planning Commission. Motion was seconded by Council Member Painter. Motion carried by voice vote.

Interim City Manager Parks stated that this amendment will get the Recreation back on track for the remainder of the budget year. City Council Member Painter made a motion to approve the amendments and stated that it was for Recreation part-time employees, and this is an unassigned fund balance. Painter stated that if you look at the general funds the Recreation department is on track but previous City Manager Marshall cut in that department and told the department that he would take the money from somewhere else. After further discussion Council Member Ogburn seconded the motion. Motion carried by voice vote.

 

 

 

  1. Ordinance 612 An Ordinance Amending the Zoning Map of the City of Norris, Tennessee, by Zoning Parcel 031 12400 000 I-l: Light Industrial District.  Ordinance 612 was presented for first reading. Zoning change was recommended and approved by Norris Planning Commission at the March 4th meeting. Council Member Painter made a motion to approve ordinance 612 on first reading. Council Member Ogburn seconded the motion. Motion carried by voice vote.

     

  2. 2019-2020 Budget Procedures and Meeting Schedule: Council Member Painter made a motion to approve the schedule as presented, Council Member Ogburn seconded the motion. Motion carried by voice vote.

     

  3. City Manager’s Report: Interim City Manager Parks stated that the City and Water Departments were both on track, and still on schedule to get approval. Cannon and Cannon are on schedule to continue work on the right away phase. RTP grant is being looked at and the City may have to pull out if no equipment can be found to purchase that is American made, there will be no penalties if the City decides to drop out of the grant.

     

  4. Bills Payable-   Vice Mayor Beeman asked Council for questions or comments concerning accounts payable, minutes, and/or reports. No questions or comments were made.

     

  5. Minutes and Reports-  Interim Police Chief Sam Ogburn stated that everything is going as planned and overtime is down for the Police Department. Ogburn also stated that one of the police trucks was going to be in the shop to be repaired due to transmission issues. The repairs are covered under recalls and the City will not be out anything. Brianne Kibler with Norris Recreation stated Pickleball is going great and Summer Recreation activities will be starting sometime in June/July.

     

  6. Nepotism Issues-  Council Member Painter made a motion to approve a special called meeting for March 21, 2019 at 7PM concerning nepotism and conflict of interest. MTAS attorney has been helping and it has been asked that the City Attorney be present. After further discussion Council Member Grieve seconded. Motion carried by voice vote.

 

Motion was made by Council Member Painter to adjourn, with a second from Council Member Grieve. Motion carried by voice vote. Meeting adjourned at 8:14 PM.
