Norris City Council Minutes

BE IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL MET IN REGULAR SESSION ON MONDAY, NOVEMBER 13TH, 2017, AT 7:00 P.M. WITH THE FOLLOWING COUNCIL MEMBERS PRESENT:  LARRY BEEMAN, JACK BLACK, BILL GRIEVE,     CHRIS MITCHELL AND LORETTA PAINTER.

 

 

The meeting was called to order by Mayor Mitchell.

HEAR THE PUBLIC

Council Member Grieve recognized Susan and George Miceli, 98 Butternut, and Tom Ogle, 64 Chestnut, and his team for cleaning up several properties in Norris. 

Council Member Grieve recognized and thanked the Norris Lions Club for hosting the Veteran’s Day celebration in Norris on November 10, 2017.   All veterans in attendance at the meeting were recognized.

Norris Volunteer Fire Chief reported on October Volunteer Fire Department activities.   He reported the Fire Department had signed up five new firefighters, including Police Officer Rick Roach.

APPROVAL OF MINUTES

  1. The minutes of the October 9th, 2017 City Council Meeting was presented for approval.  Council Member Black noted a correction on page 4, Number 9 – Dairy Pond Traffic Study; should read vehicles were going 10 miles an hour over the speed limit and 10% of the cars were going over 10 miles per hour over the speed limit.  Motion was made by Council Member Black to approve the minutes with the noted corrections.  Motion was seconded by Council Member Grieve.   Motion carried by voice vote.

 

OLD BUSINESS

 

  1. Board and Commission Vacancies - A motion was made by Mayor Mitchell to appoint Crystal Huskey and reappoint  Loy Johnson and Cynthia Edrington to the Norris Little Theatre Board.  Mayor Mitchell also submitted  the resignation of William Grieve from the Norris Little Theatre Board for approval.  Motion was seconded by Vice Mayor Painter.    Motion carried by voice vote.

 

A motion was made by Mayor Mitchell to appoint Loretta Painter to the Recreation Committee.  Motion was seconded by Council Member Black.   Motion carried by voice vote.

 

A motion was made by Mayor Mitchell to appoint Randy Krohn to the Conservation/Recycling Committee.   Motion was seconded by Vice Mayor Painter.   Motion carried by voice vote.

 

A motion was made by Mayor Mitchell to appoint Larry Beeman to the Norris Animal Commission to fill the vacancy as a result of the resignation of York Haverkamp.   Motion was seconded by   Vice Mayor Painter.  Motion carried by voice vote.

 

  1. Proclamation - Honoring Caroline Spurling – Ms. Spurling was not present for presentation.

 

 

  1. CITY MANAGER REPORT

    City Manager Marshall reported on the following:

 

  1. Grant Updates

  1.  
    1. T-21 Grant Opportunity – Cannon and Cannon has finished the NEPA phase and is submitting the document to the state to move into the Design Phase.  The status of the easement needed for the project is being researched.  The Environmental Phase will take approximately 6-8 months to complete.  The latest date to begin construction is 11/01/2018.  City Manager Marshall has passed the Title VI training necessary for this grant.

       

    2. Safe Routes to Schools Grant – Grant has moved out of NEPA and is in the Design Phase.  City Manager Marshall met with the design firm and walked the project in the field. Evaluation of the current location of the crosswalks and determination of the best location for the crosswalks is currently in process. Identification of areas where ADA compliance will be the least costly is also currently in process.   City Manager Marshall is researching what non-construction activities are required for the grant. 

 

  1. Recreation – The swing set has been installed.  City Manager Marshall requested Council to authorize the purchase of loose rubber mulch not to exceed $3,500 to finish the 6” compacted playground surface requirements.  Motion was made by Council Member Beeman to approve the transfer to General Fund of up to $3,500 from the Playground Equipment Money Market account.  Motion was seconded by Council Member Black.  Motion carried by voice vote.

     

  2. Sidewalk Inventory – Sidewalk inventory is finished.  Will begin inputting the data and determine PCI scoring.

NEW BUSINESS

 

  1. Budget Amendments – None

     

  2. Ordinance 605 – Ordinance to Add Sections 10-205 and 2-503 Dealing with Title 10, Animal Control, Chapter 2 and Title 2, Animal Shelter Commission, Chapter 5 – City Manager Marshall presented Ordinance 605 for first reading.  He gave an overview of the Ordinance stating sections pertaining to seizure and redemption of dogs and cats and basic purposes had been added.  Motion was made by Council Member Grieve to approve Ordinance 605 on first reading.  Motion was seconded by Council Member Black.  Motion carried by voice vote.

 

  1. Ordinance 606 – Ordinance Amending the Norris Design Review Commission – City Manager Marshall presented Ordinance 606 for first reading.   The amendment added single tenant commercial buildings to the ordinance.  The Norris Planning Commission recommended the amendment.  Motion was made by Council Member Grieve to approve on first reading.  Motion was seconded by Vice Mayor Painter.  Motion carried by voice vote.

 

  1. City Manager Marshall reported a Public Hearing would need to be held on December 11, 2017     at 6:30 p.m. for Ordinance 605 and 606.  Motion was made by Vice Mayor Painter to approve the Public Hearing date of December 11, 2017 at 6:30 p.m.  Motion was seconded by Council Member Grieve.  Motion carried by voice vote.

     

  2. Resolution 7-2017 – Resolution to  Amend the Personnel Policy - City Manager Marshall recommended Section 1 of the Personnel Policy be amended to read – if the employer (City or Norris Water Commission) fails to enforce the maximum rollover hour limit of 160, the employer may choose to enter into an agreement with the employee to buy out their remaining time.   Motion was made by Council Member Beeman to approve the Resolution 7-2017.  Motion was seconded by Vice Mayor Painter.  Motion carried by voice vote.

 

  1. Bids on New Public Works Tractor - City Manager Marshall presented bids on the new Public Works Tractor.   Bids were received from Kubota of Knoxville, $37,950, and Ritchie Tractor, $43,400.  City Manager Marshall recommended council approve the bid from Kubota of Knoxville.  Motion was made by Vice Mayor Painter to approve the purchase from Kubota of Knoxville in the amount of $37,950.  Motion was seconded by Council Member Black.  Motion carried by voice vote.  City Manager Marshall noted the purchase is $2,050 under budget and recommended the purchase of a third function kit for the amount of $1,425, which would allow attachments for the bobcat to be used on the tractor.  Motion was made by Vice Mayor Painter to approve the purchase of the third function kit in the amount of $1,425.  Motion was seconded by Council Member Black.  Motion carried by voice vote.

 

  1. Norris Animal Shelter Improvements – City Manager Marshall presented a proposal to expand the shelter area for cats.  Norris Lions Club will help with improvements subject to the approval of the club members to do the project.  The Lions Club will contribute up to $2,000, and the Norris Animal Shelter Commission will contribute $4,000.  Marshall reported the Norris Animal Shelter Commission has raised $3,250 to date.  Mayor Mitchell made a motion to approve the expansion noting a possible City exposer up to $2,700.  Motion was seconded by Council Member Beeman.  Motion carried by   voice vote.

 

  1. Accounts Payable, Minutes, and Reports  - Mayor Mitchell asked Council for questions or comments concerning accounts payable, minutes, and/or reports.  There were no questions or comments from Council.   The City department reports were reviewed.

 

  1. Motion was made by Council Member Grieve to adjourn.  Motion was seconded by Council Member Beeman.  Motion carried by voice vote at 8:15 p.m.
