Special Called Meeting Minutes
December 19th, 2016
BE IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL MET
IN SPECIAL CALLED SESSION ON MONDAY, DECEMBER 19TH, 2016, AT 7:00 P.M. WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: JACK
BLACK, BILL GRIEVE, YORK HAVERKAMP, CHRIS MITCHELL, AND LORETTA PAINTER.
The meeting was
called to order by Mayor Mitchell.
APPOINTMENT OF CITY MANAGER PRO TEMPORE
Mitchell stated this was a Special Called Meeting of the Norris City Council and the only item on the agenda was the appointment
of a City Manager Pro Tempore. Mayor Mitchell stated because this is a Special
Called Meeting the agenda item is the only item that can be discussed and voted on. He stated the next
regular meeting of the Norris City Council will be January 9th, 2017
at 7:00 p.m. Mayor Mitchell nominated Joe Deatherage as the City Manager Pro Tempore. Mayor
Mitchell noted he will fill the position until a City Manager is hired. Motion was seconded by Council
Member Grieve. Council Member Black made a motion to delay the appointment of a City Manager Pro Tempore
and schedule as soon as possible a retreat and invite Tim Hester to the retreat and see if there is a workable solution.
Council Member Black stated he did not know if Mr. Hester would attend or not. Motion
failed for a lack of second. Council Member Painter said we need to move forward. Mayor
Mitchell noted that Mr. Deatherage is currently serving on the Board of Zoning Appeals and if appointed to the City Manager
Pro Tempore he would have to take a leave from the BZA Board. City Mayor Mitchell asked Mr. Deatherage
if he would like to speak. Mr. Deatherage stated he wanted to help the City of Norris and did not want
any pay. Mayor Mitchell stated in order to be covered under the City’s insurance, Mr. Deatherage
would have to be paid minimum wage. Motion to appoint Joe Deatherage as City Pro Tempore was approved
by voice vote.
Motion was made by Vice Mayor Haverkamp to adjourn. Motion was seconded by Council
Member Painter. Motion carried by voice vote at 7:45 p.m.
