ORDINANCE 592

 

AN ORDINANCE TO AMEND TITLE 2, MISCELLANEOUS, CHAPTER 6 -

NORRIS LIBRARY COMMISSION

 

 

WHEREAS, the City of Norris has an established Library Commission, and            

 

WHEREAS, the City of Norris City Council wishes to amend certain aspects of the Library Commission Code, and

 

WHEREAS, the Norris Library Commission has made certain recommendations to City Council to amend the Library Commission Code, and

 

WHEREAS, the City of Norris City Council is empowered to make changes to City Code per Article IV and Article V of the City Charter, and

 

NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORRIS AS FOLLOWS:

 

SECTION 1:   That Section 2-603 be deleted in its entirety and replaced with:

 

 2-603. Basic Purpose.  The Norris Library Commission is to:

1.    Work with staff of the Betty Anne Jolly Community Library to plan for the future evolution of the library.

2.    Be an advocate for the library with city, county, regional, and state governments and related library organizations.

3.    Promote the library and its services.  The commission will serve as a liaison between the library and the community, informing each of the needs of others, and will sponsor community events and activities relating to the library.

4.    Provide special items for the library through fund raising activities.

5.    Encourage gifts, endowments, and memorials.

6.    Promote volunteer activities and public participation, as might be appropriate to meet special needs.

7.    Support and assist the Norris Archives Committee and other components of the Norris City government with issues of mutual interest. 

 

 

 

SECTION 2:   That Section 2-604 be deleted in its entirety and replaced with:

 

2-604. General powers and duties.  It is acknowledged that the Betty Anne Jolly Community Library is a component of the Anderson County Library Board, and that it is organized and partially funded through this association.  The central management and oversight is the Anderson County Library Board.  Independent of the role of the Board, the Norris Library Commission is a commission of the City of Norris.  The Commission is hereby empowered to identify, recommend, and promote projects and activities to fulfill the objectives listed under Section 2-603, Basic Purposes, utilizing such facilities and appropriations as the city council may designate.

 

The Library Commission is authorized to accept on the behalf of the City of Norris any gift, grant, or bequest of money or other personal property for the use of the Betty Anne Jolly Community Library.   Such gifts, grants, etc. will be dedicated to the benefit of the Betty Anne Jolly Library, and are tax-deductible to the donor.   If any gift, grant, etc. obligates the City of Norris to any expenditure of money or other liability, then the acceptance of such a gift shall be subject to the approval of the Norris City Council.  Any money received as a gift by the Library Commission shall be deposited within three (3) days of receipt with the city manager for deposit to the appropriate City Fund.  Receipts for all gifts, grants, etc. will be provided to donors.  Funds deposited on behalf of the Library Commission may be drawn out and used for library purposes in accordance with all City budgeting and purchasing policies.

 

The Norris Library Commission promotes and endorses larger groups for library support, e.g. a friends of the library organization.

 

 

SECTION 4:   This ordinance shall take effect and be in force from and after its approval as required by law.
