AN ORDINANCE CREATING THE NORRIS DESIGN REVIEW COMMISSION
WHEREAS, the City Council of Norris, Tennessee is vested with the authority by Section 6-54-133 of the
Tennessee Code Annotated (TCA) to create a Design Review Commission for the purpose of developing general guidelines
for the exterior appearance of nonresidential property, multiple family residential property, and any entrance to a nonresidential
development within the municipality, and
WHEREAS, the Norris City Council may designate
the planning commission as the Design Review Commission, and
WHEREAS, any property
owner affected by the guidelines may appeal a decision of the DRC to the municipality's planning commission or, if there is
no planning commission or if the municipality has designated the planning commission as the DRC, to the municipality's governing
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORRIS, TENNESSEE that:
SECTION 1. The Norris Municipal Planning Commission is designated to serve
as the Norris Design Review Commission hereafter referred to as the Norris DRC.
All decisions by the Norris DRC may be appealed to the Norris City Council.
The following design review guidelines shall be applied to all non-single family residential property within the corporate
boundary of the City of Norris:
- The Norris DRC shall meet upon request prior to the regular
meeting of the Norris Municipal Planning Commission.
- An application for DRC review including a site plan compliant
with section 14-418 of the Norris Zoning Ordinance and other sections as may apply must be submitted to the enforcement
official 10 days prior to the regular Norris Planning Commission meeting date. Applications to the DRC shall include
building elevation renderings that clearly indicate compliance with the minimum design standards adopted by the Council

a. Differences in height for adjoining
businesses must vary by at least two (2) feet.
b. Differences in front offset for adjoining businesses
must vary by at least one (1) foot. All commercial buildings shall have differences in front offset unless building
is 50 feet wide or less at the front building line.
c. Separating building material between commercial
businesses must not be glass or metal.
d. Building material creating differing heights must not
be glass or metal.
e. All mechanical equipment should be screened so not to be visible from the
front or side of the building from adjacent streets.

SECTION 4. This ordinance shall take effect and be
in force from and after its approval required by law.
