Norris Planning Minutes

July 6, 2015

Minutes of the Norris Planning Commission meeting, held in the Council Room of the Norris Community Building, 20 Chestnut Drive

Members Present:  Matt Zorvan, Jack Black, Ed Meyer, John Barker, Chris Mitchell, Joy Wilson and Chairman Jeff Merritt

Public Present:  Dan Hawk Planning Adviser , City Manager Tim Hester, Joe Deatherage, Kathy Shuppert, Jim Tomlinson, Loretta Painter

I.             Call to Order:  Chairman Merritt called the meeting to order at 5:00 pm.

II.            Hear the Public:  No Member of the Public Spoke 

III.           Minutes - May 4, 2015

                With no questions or corrections, Chairman Merritt asked for a motion to approve as submitted.  Mr. Zorvan made a motion to approve, Mr. Meyer seconded, all voted unanimously to approve.

IV.          Old Business: 

                Continued review of flag lots & frontage requirements. 

                Mr. Hawk passed out to Commission a Land Use/Zone for parcels 2 acres or more map for review.  Mr. Hawk asked; what is Commissions intent in changing the current lot requirement to accommodate flag lots!  Is it to increase more intense development therefore, increasing the tax base?  Or is it to accommodate a few property owners who want to sub-divide their property?

 

                After a short discussion Commission agreed to have Mr. Hawk to draw up a draft (language) to accommodate flag lots, common driveways, etc., and review at the August 2015 meeting.          

IV.          New Business:

                Training Session:  Zoning overlays and Design Standards

                In addition to Commission members present was Joe Deatherage and Jim Tomlinson from BZA.

VI.          With no further new business being brought forward Chairman Merritt asked for a motion to adjourn.  Mr. Meyer made motion, Mr. Zorvan seconded.   All voted unanimous to adjourn.
