Norris City Council

The meeting was called to order by Mayor Chris Mitchell. 


Steven Harris, Powell-Clinch Utility District, presented to the Council information pertaining to PIPE (Partners In Protecting Everyone).  PIPE is a partnership between Tennessee 811 and the sponsoring gas utilities.  Mr. Harris invited the Council member to a future PIPE meeting on June 9, 2014. 

City Manager Hester thanked Powell-Clinch Utility District for sponsoring the Concert in the Commons again this year.  Powell-Clinch has sponsored this event for six years in a row.

Al Fletcher, Norris Recreation Commission, announced the commission would be setting a day over Memorial Day weekend with the Knoxville Disc Golf Club to come to Norris and help set the disc golf course and demonstrate their abilities.  The Norris Recreation Commission is also planning to raise $3,000 to purchase a trailer and equipment.


1.   The minutes of the April 14th, 2014meeting were presented for approval.Motion was made by Council Member Haverkampto approve the minutes.  Motion was seconded by Council Member Grieve. Motion carried by voice vote.




2.   Board and Commission Vacancies - Mayor Mitchell made a motion to appoint Dave Startup to the Norris Community Development Board.  Motion was seconded by Council Member Painter.  Motion carried by voice vote.


3.   City Manager Hester reported he had received qualification from two traffic engineers pertaining to the traffic study approved by Council last month.  During this process, he discovered that several state agencies provide this service free.  City Manager Hester recommended putting the hiring of a traffic engineer firm on hold and utilize the free services available from the state.   The MTAS engineer had recommended holding a workshop for the Public concerning the traffic issues.  Motion was made by Council Member Grieve to schedule the Public Workshop on June 19th, 2014 at 6:00 p.m. at the community building and put the hiring of a traffic engineering firm on hold and utilize the free services available from the state.  Motion was seconded by Council Member Haverkamp.  Motion carried by voice vote.



City Manager Hester reported on the following:


1)      Revenues and Expenditures are tracking to budget.

2)      Grant Updates - No updates to report.

3)      Update on Traffic Data Collection - City Manager Hester reported on radar data collected on Pine Road, East Norris, West Norris, and Deer Ridge Rd. 

4)      2013-14 Capital Plan Update - McNelley Building HVAC - City Manager Hester reported a new HVAC unit was installed at the McNeeley building at a cost of $3,950.  This is $1,050 under the capital improvement estimated cost of $5,000.

5)      Annexation Update - City Manager Hester reported a hearing is tentatively scheduled for Wednesday, June 18th, 2014 at the federal building in Knoxville.

6)      City Council Election - Applications can be picked up beginning May 23rd, 2014 at the Anderson County courthouse for the November 2014 General Election for City Council.  The qualifying deadline is August 21, 2014.

Motion was made by Council Member Grieve to approve the budget amendment.  Motion was seconded by Council Member Painter.  Motion carried by voice vote. 

5.   Ordinance 574, An Ordinance of the City of Norris, Tennessee, Adopting the Annual Budget and Tax Rate for the Fiscal Year Beginning July 1, 2014 and Ending June 30, 2015 was presented for first reading.  City Manager Hester reported the budget ordinance presented is a balanced budget that includes 2% COLA for the employees.   Motion was made by Council Member Haverkamp to approve the ordinance on first reading.  Motion was seconded by Council Member Painter.  Motion carried by voice vote.

6.   The Budget Public Hearing is scheduled for June 2, 2014 at 5:30 p.m.  Due to a meeting conflict, City Manager recommended the start time be changed to 6:30 p.m.  Motion was made by Council Member Haverkamp to change the time of the Public Hearing to 6:30 p.m.  Motion was seconded by Council Member Painter.  Motion carried by voice vote.

Accounts Payable, Minutes, and Reports

Mayor Mitchell asked Council for questions or comments concerning accounts payable, minutes, and reports - there were no questions or comments.

7.   Motion was made by Council Member Grieve to adjourn.  Motion was seconded by Council Member Painter.  Motion carried by voice vote at 8:10 p.m.

  1. 2013-14 Year to Date (Estimated through April) Budget.   Revenues & Expenditures are tracking to budget.  Overall 2013-14 expenditures remain on target to budget, however some minor adjustments may be necessary to the Public Safety budget due to the staffing changes and increased use of part-time dispatchers and overtime during the transition period; and also to Public Works for unexpected vehicle mechanical repairs.

2013-14 Revenue is tracking slightly higher than budget. 

Final Year End numbers for Fiscal Year 2012-13 are now available for review.  The City finished the 2012-13 budget year with 100% of planned City services and Capital projects funded, and an increase in Undesignated CASH reserves. 

    1. 2012-13 Year End Undesignated CASH reserves are approximately:
    2. General Fund                        $135,000
    3. Watershed                        $129,000

Overall, the City's financial health continues to be very strong.


  1. Grant Updates.
    1. Local Parks & Recreation Fund - The grant application has been developed and has been submitted by ETDD.   Awards are expected to be announced in October.  This is a 50/50 matching grant, and we have approximately $35,000 remaining from the Norris Academy gift to use as the match (the original gift was used as the match for the last LPRF grant we received to establish the playground at Ridgeway Park, and the balance was earmarked for additional playground improvements at Oak Road and Ridgeway Parks).  The Recreation Commission and representatives of Norris Academy met last year and decided that we should seek to add adult fitness oriented equipment at the Parks.   We also have a need for new lighting at the tennis courts and we can include this on our grant application as well.  


  1. Update on Traffic Data Collection.    The radar device was deployed during the last 4 weeks at multiple locations on E Norris, W Norris, Pine, & Deer Ridge.  Data will be available for review at the May Council meeting.


  1. 2013-14 Capital Plan Update.   A new Heat & Air unit has been installed at the McNeeley Building as planned in the 2013-14 Capital Plan.   This was done at a cost of $3950 (planned expenditure was $5000).  This HVAC installation completes this year's Capital plan.  Completed acquisitions/purchases:

                                                            iii.      Paving of Garden, South Oak, South Oak Service, & CCC Camp roads.


  1. Concert on the Commons Sponsorship. I am pleased to report that Powell-Clinch Utility District is once again sponsoring the summer Concert of the Commons series.  We appreciate the outreach of PCUD in support of this popular program.  Tentative start-date for the concerts is May 30, and a complete schedule will be available soon.


  1. Annexation Updates.  Chancellor Lantrip signed orders October 1, 2013 regarding his decision to dismiss the annexation in favor of the plaintiff, Mark Garrett.  The Notice for the Motion to Appeal was filed in October 31, 2013.  No date has been set yet for the appeal.


  1. November 2014 General Election.   Norris City Council election for a new two-year term will be on November 4, 2014.  Candidates may pick up a qualifying petition as of May 23, 2014.  Qualifying deadline is August 21, 2014.
