IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL MET IN REGULAR SESSION ON MONDAY, JULY 8TH, 2013, AT 7:00 P.M.
WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: BILL GRIEVE, CHRIS MITCHELL, AND LORETTA PAINTER.
PRESENT: JACK BLACK AND YORK HAVERKAMP.
was called to order by Mayor Chris Mitchell.

Dale Road, said thanks were in order to the Norris Lion's Club for sponsoring Norris Day. He noted that despite the
rain, Norris Day was a success.
APPROVAL OF MINUTES
The minutes of the June 10th, 2013 meeting were presented for approval.Motion was made by Council
Member Grieveto approve the minutes. Motion was seconded by Council Member Painter. Motion carried by voice vote.
Mayor Mitchell made a motion to appoint James Mohrman to the Norris Tree Commission. Motion was
seconded by Council Member Grieve. Motion carried by voice vote.
Mayor Mitchell made a motion to appoint Charles Murphy to the Norris Animal Commission, and also appoint
Emma Scarbrough as a Junior Member to the Norris Animal Commission. Motion was seconded by Bill Grieve.
Motion carried by voice vote.
CITY MANAGER REPORT
City Manager Hester reported on the following:
The 2012-2013budgets are on track. Property tax collection is 100%. Expenditures are on track as of 6/30/2013
2) Materials are in and the Archives Committee Members are working to move records.
3) Annual Watershed Deer Hunt drawing will be August 7, 2013 beginning at 1 p.m. The
archery hunt is scheduled for September 28-October 6, 2013 and the shotgun/muzzleloader hunt will be November 23 - December
4) City Auditors, HG & A Associates have begun preliminary audit work .
The auditor report is due to be submitted to the State of Tennessee by 12/31/2013.
City Manager Hester reported no update on the annexation challenge. The appeal will be filed later this month.

5. Budget Amendments - None
GFOA Award - The City of Norris received notification the Government Finance Officers Association Certificate
of Achievement for Excellence in Financial Reporting was being presented to the City of Norris for the 9thconsecutive
year. City Manager Hester noted this award is not easily obtained and he complimented City Recorder Janet Parks and
her team for obtaining the award.
7. 2013-2014 Soccer
on the Commons use agreements were presented for approval. City Manager Hester noted this is for the Fall and Spring
Season (2013-2014) and he recommends approval. Motion was made by Council Member Grieve to approve agreements.
Motion was seconded by Council Member Painter. Motion carried by voice vote.
City Resolution 2-2013 - A Resolution Authorizing the City of Norris to Participate in the TML Risk Management
Pool "Safety Partners" Loss Control Matching Grant Program was presented for approval. City Manager
Hester reported this resolution authorizes the City Manager to submit the application for the grant. Motion was made
by Council Member Painter to approve Resolution 2-2013. Motion was seconded by Council Member Grieve. Motion carried
by voice vote.
9. Ordinance 570, An Ordinance to Amend
the Personnel Policy of the City of Norris and Norris Water Commission pertaining to Harassment in the Workplace was presented
for approval of first reading. City Manager Hester reported the draft was obtained from MTAS and he strongly supports
the change. He noted a public meeting was not required. Motion was made by Council Member Grieve to approve the
first reading of Ordinance 570. Motion was seconded by Council Member Painter. Motion carried by voice vote.
10. Mayor Mitchell reviewed the City Manager's employment contract. City Manager excused
himself from the review and discussion. Mayor Mitchell noted City Manager Hester had not received any salary increase since
beginning work with the city in January 2009. He noted this was a two-party contract and both parties have to agree
to the change. Motion was made by Mayor Mitchell to increase the base salary effective 7/8/13 from $48,000 to $50,880,
a 6% increase, and also pay a $1,500 onetime bonus to pay for missed increases since his employment began. Motion
was seconded by Council Member Painter. Motion carried by voice vote.

City Manager's Report
- 2012-13 Year to Date (Estimated through June) Budget.
Revenues are tracking to budget:
- ~100% of property tax collected
of estimated Local/State sales tax, beer, and wholesale liquor tax collected, which is slightly ahead of budget. June 2013
receipts from the State will be received late July and will accrue to the 2012-13 fiscal year.
are on track to budget, with ~97% of budgeted expenses paid, excluding Capital purchases, through the end of June.
There will be minimal additional expenses accrued to the 2012-13 fiscal year.
reserve general fund projects to be at $125,000 at the end of the fiscal year. This is higher than expected due to strong
revenues, a mild winter, and sound fiscal management.
- Final Year End numbers will be available later this fall with
the conclusion of the annual independent audit.
- Grant Updates.
- Archives Grant. City has received a grant in the amount of $4,000. This grant has
funded the purchase of metal shelving and supplies for the Archives located in the museum section of the McNeeley
Building. Congratulations to the Archives Commission for their work on this.
- Annual Watershed Deer Hunt. The drawing
for 2013 deer hunts on the Norris Municipal Watershed will be held Wednesday August 7, 2013 at the Norris Community
Building. An archery only hunt, with a limit of 110 hunters, is scheduled for September 28 - October
6, 2013. A shotgun/muzzleloader hunt will be November 23 - December 1, 2013 with a limit of 60 hunters.
- Annual Independent Audit. The annual independent audit has begun, with
auditors on site in June conducting preliminary work. HG&A Associates is conducting the audit.
Results will be available later this year.
- New Planning/GIS
Contract in Effect. The planning services contract approved earlier this year by Council is now
in effect. We look forward to working with the East Tennessee Development District in these areas.
- McNeeley Building Paint Project. The capital project to paint
the McNeeley Building has begun. Completion is expected later this month.
- Annexation Updates.Chancellor Lantrip signed orders the last week of June regarding his decision
to dismiss the annexation. City Attorney Pratt is currently preparing the City's appeal, which will be filed
later this month.
