BE IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL MET IN REGULAR SESSION ON MONDAY, MAY 13TH, 2013, AT 7:00 P.M. WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: JACK BLACK, BILL GRIEVE, YORK HAVERKAMP, CHRIS MITCHELL, AND LORETTA PAINTER.

 

The meeting was called to order by Mayor Chris Mitchell. 

HEAR THE PUBLIC

Jack Mitchell announced the Concert on the Commons would be May 31 through the end of July.  Powell-Clinch Utility is again sponsoring the concerts.

Nancy Grieve presented Roger Bollinger a plaque in honor of 12 years of service to the Norris Library Commission.    Mayor Mitchell thanked Roger for his involvement.

APPROVAL OF MINUTES

1.      The minutes of the April 8th, 2013 meeting were presented for approval.Motion was made by Council Member Grieveto approve the minutes.  Motion was seconded by Vice Mayor Black.  Motion carried by voice vote.

 

OLD BUSINESS

 

2.      Mayor Mitchell made a motion to appoint Katrina Buckley to the Recreation Commission and Darlene Sergent to the Norris Theatre Board.  Motion was seconded by Council Member Grieve.  Motion carried by voice vote.

 

5.      Ordinance  565, An Ordinance Amending the Zoning Map of the City of Norris, Tennessee, by Zoning Parcel 043 024.00 as C-2: General Commercial District was presented for second reading.  Motion was made by Vice Mayor Black to approve the second reading of Ordinance 565.  Motion was seconded by Council Member Painter.  Motion carried by voice vote.

6.      Ordinance 566, An Ordinance Amending the Zoning Map of the City of Norris, Tennessee, by Zoning Parcel 043 023.00 as C-2: General Commercial District was presented for second reading.  Motion was made by Council Member Haverkamp to approve the second reading of Ordinance 566.  Motion was seconded by Vice Mayor Black.  Motion carried by voice vote.

 

7.      Planning Commission Member Jeff Merrick reported to Council that the Planning Commission wanted to recommend amending Ordinance 567to add the cost of the removal of a streetlight to the ordinance.  A motion was made by Vice Mayor Black to approve the amendment to Ordinance 567.   Motion was seconded by Council Member Grieve.    Motion carried by voice vote.

 

8.      Ordinance 567, An Ordinance to Amend Title 14, Planning &Zoning, Section 14-422, Addition of Standards for Public Streetlight Additions and Removal was presented for second reading.  Motion was made by Council Member Grieve to approve Ordinance 567 on second reading.  Motion was seconded by Council Member Painter.  Motion carried by voice vote.

 

CITY MANAGER REPORT

 

City Manager Hester reported on the following:

 

1)      The 2012-2013budgets are on track.  Property tax collection is 99.8%.  Expenditures are on track as of 4/30/2013.

2)      Secretary of State Tree Hargett was at the Norris Museum today and presented the $4,000 grant to the Archives Committee.

3)      Leanne Eldred has accepted the full-time Administrative Asst. position.  Currently taking applications to fill the part-time position.

4)      City Manager Hester thanked the Norris Lions Club for the work completed on the new Watershed shelter roof and all they do for the Community.

5)      City Manager Hester reported on a hearing today in regards to four motions pertaining to the annexation challenge.  Three motions were in favor of the City but the last motion deeming that Dr. Garrett's property was not adjacent to Norris property at the time of the annexation resulted in the case being dismissed.  The City has not yet decided on the appropriate legal challenge but is currently working with the City Attorney and the City is confident it will win.

NEW BUSINESS

 

9.      Ordinance 568, An Ordinance to Adopt a Fee Schedule for the Norris Municipal Code, Title 18, Utilities and Services, Schedule of Charges for Water and Sewer Service was presented for first reading.  City Manager Tim Hester and Norris Water Commission Chairman Dean Harshbarger reported the increase in rates is necessary in order to fund upgrades to the water and sewer systems.  When compared to other local municipalities rates, Norris is inthe middle of the list.   Motion was made by Vice Mayor Black to approve the first reading of Ordinance 568.  Motion was seconded by Council Member Grieve.  Motion carried by voice vote.

 

10.  City Manager Hester stated a Public Hearing concerning Ordinance 568 would need to be scheduled.  Motion was made by Council Member Haverkamp to hold the Public Hearing for Ordinance 568 on Monday, June 10th at 6:00 p.m.  Motion was seconded by Council Member Painter.  Motion carried by voice vote.

11.  Ordinance 569, An Ordinance of the City of Norris, Tennessee, Adopting the Annual Budget and Tax Rate for the Fiscal Year Beginning July 1, 2013 and Ending June 30, 2014 was presented for first reading.  City Manager Hester reported a balance budget that includes 2% COLA for employees.   City Manager Hester reported the budget does not include a Capital Plan and this can be considered at a later date.  He also reported the property tax rate of $1.55 will remain the same.  Motion was made by Vice Mayor Black to approve the first reading of Ordinance 569.  Motion was seconded by Council Member Grieve.   Motion carried by voice vote.  City Manager Hester reported the Public Hearing for Ordinance 569 per the Budget Schedule previously approved by Council would be held on Monday, June 3rd, 2013 at 5:30 p.m.

12.  Motion was made by Council Member Grieve to adjourn.  Motion was seconded by Council Member Painter.   Motion carried by voice vote at8:15p.m.

  1. 2012-13 Year to Date (Estimated through April) Budget.   Revenues are tracking to budget:
  • ~99.8% of property tax collected
  • 84% of estimated Local/State sales tax, beer, and wholesale liquor tax collected, which is on budget

Expenditures are on track to budget, with 87% of budgeted expenses paid through the end of April.

 

  1. Grant Updates.    
    1. Archives Grant.  City has been notified that we have been award a grant in the amount of $4,000.  This grant will fund the purchase of metal shelving and supplies for the Archives located in the museum section of the McNeeley Building.   Congratulations to the Archives Commission for their work on this.

 

  1.  Thanks to the Norris Lions!   A special note of thanks to the Norris Lions for their work to replace the roof on the gazebo at Observation Point.   Under the direction of Steve Painter, the Lions removed the aging roof and replaced it with new framing and metal roofing.   Thank you Steve and Norris Lions! 

 

  1.  Staffing Update.   I am pleased to announce that Leanne Eldred has joined the office staff on a full time basis.  Leanne has been working part time for 4+ years in the office, and we are excited to have her in a full time role.   Welcome Leanne!

 

  1.  Annexation Updates.   Court dates have been set to hear the challenge brought in regard to Annexation Ordinance 545.   Dates are Wednesday May 29, 2013 and Thursday May 30, 2013.
