BE IT REMEMBERED THAT
THE CITY OF NORRIS CITY COUNCIL MET IN REGULAR SESSION ON MONDAY, APRIL 8TH, 2013, AT 7:00 P.M. WITH THE FOLLOWING COUNCIL
MEMBERS PRESENT: JACK BLACK, BILL GRIEVE, YORK HAVERKAMP, CHRIS MITCHELL, AND LORETTA PAINTER.
The meeting was called to order by Mayor Chris Mitchell.
Susan Miceli, 98 Butternut Drive, wanted to thank the City for the way an incident that happened
in her neighborhood was handled. There was a recent death on their street and she stated the Norris Public Safety
Officer were wonderful. The officers were there for most of the afternoon and were very supportive of the gentleman
left at the house. She thanked the officers for the way they handled
Mike Carberry, 46 Dogwood Rd., requested the Council's support and assistance in creating a means to
accept tax-deductible monetary donations to develop a Norris Community Garden. The proposed site of the garden
would be on open land at the Norris Middle School. The only cost to the City would be labor. The Norris
Community Garden would be responsible for providing a perimeter fence around the entire garden site. Water used will
be provided by the Norris Middle School. Mr. Carberry stated the Norris Community Garden has the support of Norris Middle
School Principal Jeff Harshbarger and City Manager Tim Hester.
1. The minutes of the March 11th, 2013
meeting were presented for approval. Motion was made by Council Member Grieve to approve the minutes. Motion was
seconded by Council Member Painter. Motion carried by voice vote.
Mitchell made a motion to appoint Ricky Staples to the Norris Animal Commission and Madison Jones to the Recycle Committee.
Motion was seconded by Council Member Haverkamp. Motion carried by voice vote.
3. Public Hearings for Zoning Ordinance
565 and 566 to rezone property to C-2 Commercial were scheduled for Monday, May 13, 2013 at 5:30 p.m. A Public
Hearing for Streetlight Ordinance 567 was scheduled for Monday, May 13, 2013 at 6:00 p.m. Motion was made by Council
Member Haverkamp to approve the dates for the Public Hearings. Motion was seconded by Council Member Grieve. Motion
carried by voice vote.
CITY MANAGER REPORT
City Manager Hester reported on the following:
The 2012-2013budgets are on track. Property tax collection is 99.8%. Expenditures are on track as of 03/31/2013.
2) Reported the City had received approval of a $4,000 Archives Grant.
The dates for Spring clean-up are April 8-12, 2013.
4) City Manager Hester reported
Arbor Day was held in March 22, 2013. The City has been named a Tree City for 34 consecutive years. City Manager
Hester thanked the Tree Commission for their efforts.
5) City Manager Hester reported
the annual Watershed Cleanup would be Saturday, April 13th beginning at 9:30 a.m. Lunch will be provided
for the workers.
6) City Manager Hester reported the challenge pertaining to Annexation
Ordinance 545 will be heard in Chancellery Court on May 29 and 30, 2013.

The request to establish a revenue general fund account for the Norris Community Garden and accept tax deductible
donations and maintain the funds was presented for approval. Motion was made by Council Member Haverkamp to approve
the revenue general fund account. Motion was seconded by Vice Mayor Black. Motion carried by voice vote.
6. A motion to approve a Budget Workshop on Monday, April 29th,
2013 at 5:00 p.m. was made by Council Member Haverkamp. Motion was seconded by Council Member Painter. Motion
carried by voice vote.

Mayor Black to adjourn. Motion was seconded by Council Member Grieve. Motion carried by voice vote at7:35p.m.

City Manager's Report
- 2012-13 Year to Date (Estimated through March) Budget.
Revenues are tracking to budget:
- ~99.8% of property tax collected
of estimated Local/State sales tax, beer, and wholesale liquor tax collected, which is slightly ahead of budget
Expenditures are on track to budget, with 80% of budgeted expenses paid through the end of March.
- Grant Updates.
- Archives Grant. City has been notified that we have been
award a grant in the amount of $4,000. This grant will fund the purchase of metal shelving and supplies
for the Archives located in the museum section of the McNeeley Building. Congratulations to the Archives
Commission for their work on this.
Spring Clean up. Dates have been set for April 8-12 for the annual clean up. The City will
pick up objects at curbside that are not too heavy for two men to handle. Items that cannot be picked up are tires,
paint or solvents, unused cleaning supplies, freezers or refrigerators, building materials, or anything with asbestos.
- Arbor Day. The annual Arbor Day celebration was held on March
22nd at the Norris Elementary School. The City of Norris received recognition as a
"Tree City: for the 34th consecutive year, and it was noted that Norris was the first in state so
recognized. Clinton Utilities Board was also recognized as a "Tree Line USA Utility" for 11th
year. Thanks to the Tree Commission for all their hard work!
- Annual Spring Watershed Clean up. The Watershed Board is asking hikers, bikers,
horseback riders, and other users to assist in picking up litter on trails and roadways in the Watershed.
The date for the cleanup is Saturday April 13, 2013, from 9:00am until noon. The meeting point will be at the
intersection of Upper Clear Creek Road and Clear Creek Trail. Trash bags will be provided, and the use
of work gloves and good hiking shoes is strongly recommended. When the cleanup has been completed (around
11:45am), volunteers will gather at the Norris Community Building on Chestnut Drive for lunch.
- Annexation Updates. Court dates have been set to hear the challenge brought
in regard to Annexation Ordinance 545. Dates are Wednesday May 29, 2013 and Thursday May 30, 2013.
