BE IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL MET IN REGULAR SESSION ON MONDAY, NOVEMBER 12, 2012, AT 7:00 P.M. WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: JACK BLACK, LOY JOHNSON,AND

CHRIS MITCHELL.  TOMMY MARINER ARRIVED AT 7:05 P.M.   COUNCIL MEMBER ABSENT:  JOY WILSON. 

 

 

The meeting was called to order by Mayor Chris Mitchell. 

HEAR THE PUBLIC

In observance of Veteran's Day, Mayor Mitchell recognized all Veterans in attendance.

Ed McEleney, 123 Reservoir Rd., asked for information pertaining to the PlanET Commission.  Planning Commissioner C. A. Ridge stated it was a funded program of ET counties trying to ascertain what citizens in each county wanted concerning development.

Gene Oaks, 112 W. Norris Rd., congratulated the City Council winning candidates.

APPROVAL OF MINUTES

1.      The minutes of the October 8, 2012 meeting were presented for approval.  Council Member Johnson noted an amendment in item 5 - the first motion was made by Mayor Mitchell, not Council MemberBlack.  Motion was made by Council Member Black to approve the minutes with the proposed amendment.    Motion was seconded by Council Member Johnson.  Motion carried by voice vote.

 

OLD BUSINESS

 

2.      Ordinance 560, An Ordinance Amending the Zoning Map of the City of Norris, Tennessee, by

Zoning Newly Annexed Territory S-2, Scenic (2) Highway District, As Annexed by Ordinance 556 was presented for second reading approval.  City Manager Hester noted the Public Meeting was held on 11/18/2012.  Seven people were in attendance at the Public Meeting with no comments being made.  Motion was made by Council Member Black to approve the second reading of Ordinance 560. Motion was seconded by Council Member Johnson.Voting for:  Black, Johnson, and Mitchell.Voting against:  Mariner.

 

 

3.      Ordinance 561, An Ordinance Amending the Zoning Map of the City of Norris, Tennessee, by

Zoning Newly Annexed Territory S-2, Scenic (2) Highway District, As Annexed by Ordinance 556 was presented for second reading approval.  City Manager Hester noted the Public

Meeting was held on 11/18/2012. Seven people were in attendance at the public meeting  with no comments being made.  Motion was made by Council Member Johnson to approve the second reading of Ordinance 561. Motion was seconded by Council Member Black.  Voting for:  Black, Johnson, and Mitchell.Voting against:  Mariner.

 

4.      Resolution 10-2012 Authorizing the Issuance of Interest Bearing General Obligation Capital Outlay Notes, Series 2012, in an Amount not to Exceed $60,000, and Providing for the Payment of Said Note.  Proceeds will be used to purchase a new 4 x 4 vehicle for Public Works, new roof for the Public Safety Building, and new fire hydrants.  Motion was made by Council Member Mariner to approve Resolution 10-2012.  Motion was seconded by Council Member Black.  Motion carried by voice vote.

 

5.      Resolution 7-2012 - A Resolution Requiring Minimum Mandatory Training Requirements for Employees of Beer Permit Holders was presented for approval.  Resolution was not presented for approval due to a lack of motion.

 

CITY MANAGER'S REPORT

 

City Manager Hester reported on the following:

 

1)      Budget is on track and property tax collection is solid at 87%.

2)      The audit will be presented at the December 2012 or January 2013 Council meeting.

3)      Archives Grant in the amount of up to $5,000 has been applied for metal shelving. 

4)      Planning Grant - paperwork will be submitted before yearend.

5)      Ordinance 545 - Annexation lawsuit was dismissed.  Once Judge files paperwork, there will be 30 days to appeal.   Annexation Ordinance 555 and Ordinance 556 have been challenged.  City Manager Hester reported the City had received a $1,000 anonymous donation for legal costs.

6)      City Manager Hester thanked Public Works Director Shirley Walker and Norris Water Superintendent Tony Wilkerson for their help with setting up and taking down the set for the Norris Little Theatre.

7)      City Manager Hester also thanked the Lions Club for their work on the new roof at the observation deck.

8)      City Manager Hester reported the newly elected public officials are required to go through training.   The City has contacted MTAS and has offered to host a training event.  No decision has been made as of yet as to where the training will be held.

6.       Motion was made by Council Member Mariner to adjourn.  Motion was seconded by Council Member Black.   Motion carried by voice vote at7:35 p.m.

RE:                  City Manager's Report

 

 

  1. 2012-13 Year to Date (Estimated through October) Budget.   Revenues, with ~87.3% of property tax collected, and Expenditures are on track to budget.

Reminder: Final Fiscal Year 2011-12 figures will be available later this year as the annual audit is now underway.

 

  1.  Grant Updates.
    1. Archives Grant.  An application has been submitted to the State.  This grant would fund the purchase of metal shelving and supplies for the Archives located in the museum section of the McNeeley Building.
    2. HOME GRANT.   Applications will not be accepted until fall of 2012
    3. Planning Grant.   Supplies and services associated with this grant are now complete.    The City's request for reimbursement of funds will be made before the end of the year.  This grant was to help fund the transition process from the State Local Planning Office to County and City resources.

 

  1. Annexation Updates.    The challenge to Annexation Ordinance 545 has been dismissed.   Court dates set for November 27 & 28, 2012 have been cancelled.

 

Annexation Ordinances 555 & 556 have been challenged.  The City has received another anonymous contribution of $1,000 to assist with any legal fees related to these actions.

 

  1. 2012 City Council Election.   The election for the next term of Norris City Council was held on Tuesday, November 6, 2012.    The Anderson County Election Commission is expected to certify the election within the next 2 weeks.   If certification occurs as expected, the new Council would take office at the December 10, 2012 Council meeting per City Charter.  Projected new Council is expected to be Jack Black, Bill Grieve, York Haverkamp, Chris Mitchell, and Loretta Painter
