Norris City Council Minutes Monday, July 9, 2012
BE IT REMEMBERED THAT THE CITY OF NORRIS CITY
COUNCIL MET IN REGULAR SESSION ON MONDAY JULY 9TH, 2012 WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: JACK BLACK, TOMMY MARINER,
CHRIS MITCHELL, LOY JOHNSON, AND JOY WILSON.
HEAR THE PUBLIC Patty Halsey,
Director of the Betty Anne Jolly Norris Community Library, announced the library was receiving a donation of $10,000 along
with a $15,000 matching grant - resulting in a $40,000 total potential donation to the library. Donations can be made
to the Friends of the Library that will contribute to the match requirement. The donor, Annette Sherden, will be at
the library on 7/13/2012 at 12:00 p.m.Ms. Halsey encouraged everyone to attend and meet and thank the donor. Ed McEleney, 123 Reservoir Rd., stated the Rogers Group proceeding would resume on 7/10/2012 at 9 a.m. at Anderson
County Court and urged anyone that could to attend the proceeding. MINUTES 1.
Council Member Joy Wilson moved to approve Council Minutes of the June 11, 2012 meeting as stated.
The motion was seconded by Council Member Loy Johnson. Motion carried by voice vote.
OLD BUSINESS 2. Board and Commission Vacancies - no requests at this time.
3. Ordinance 552 to extend the Gray Water a Permit on the New Norris House was presented
for approval of the second reading. Council Member Tommy Mariner makes a motion to approve the second reading of the
ordinance. Motion was seconded by Council Member Joy Wilson. Motion carried by voice vote.
4. Ordinance 553 to Rezone the Valentine property (Owners
- Jim and Judy Valentine) located on Highway a 441 to S-1was presented for second reading. Council Member Tommy
Mariner made a motion to approve Ordinance 553 on second reading. The motion was seconded by Council Member
Loy Johnson. Motion carries by voice vote. 5. Ordinance
554 to revise the Recycle Commission Charter was presented for second reading. Motion was made by
Council Member Tommy Mariner to approve second reading of Ordinance 554. The motion was seconded by Loy Johnson.
Motion carried by voice vote. Council Member Loy Johnson requested
the review of the Clutter and Property Maintenance Proposals be delayed until the next council meeting on August 13, 2012.
CITY MANAGER REPORT 6. City Manager Tim
Hester requested approval to open a Purchasing Card account with Regions Bank. An approval of a Corporate Borrowing
Resolution authorizing the City to open the purchasing card account with Regions Bank is needed. Motion
was made by Council Member Jack Black to approve opening of the Regions Bank Purchasing Card Account with Regions Bank and
approval of the Corporate Resolution. Motion was seconded by Joy Wilson and motion carried by voice vote.
City Manager Hester stated the Norris City Council election will be on November 6, 2012. The applications
for Council are due by noon on August 16th. Applications can be picked up at the Anderson County Election Commission
Office in Clinton. Council Member Joy Wilson announced she will not be running for re-election due
to demands in her professional career. She stated she has thoroughly enjoyed her time on the Council.

Motion carries by voice vote. 8.Resolution 5-2012 authorizing
the City of Norris to participate in the TML Risk Management Pool "Safety Partners" Loss Control Matching Grant
Program was presented for approval. The grant is $1,000 matching. Motion was made by Council Member Tommy Mariner
to approve the resolution. Motion was seconded by Council Member Loy Johnson. Motion carries by voice vote.
9.City Manager Tim Hester recommended City Recorder Janet Parks be appointed to
the Anderson County as his replacement. Motion was made to appoint Janet Parks to the Tourism Council by Council Member
Tommy Mariner. Motion was seconded by Loy Johnson. The motion carried by voice vote.
10.Ordinance 557 - Ordinance to Amend Title 9, Business, Peddlers, Solicitors, etc. of the Norris Municipal Code.
The ordinance would increase the application fee from $10
to $50 and the license would expire 14 days from the date of issue. Motion was made by Council Member Jack Black
to approve the first reading of Ordinance 557. Motion was seconded by Council Member Joy Wilson. Motion carried
by voice vote. 11. Ordinance 555 - An Ordinance Annexing Territory
and Incorporating Said Territory (Anderson County Tax Parcel 043.023.00) into the Corporate Limits of the City of Norris,
Tennessee was presented for first reading. Motion was made by Mayor Mitchell to approve the first reading of Ordinance
555. Motion was seconded by Council Member Black. Voting aye: Black, Johnson, Mitchell, and Wilson.
Voting no: Mariner. Motion carried. 12. Ordinance
556 - Ordinance AnnexingTerritory and Incorporating Said Territory (Anderson County Tax Parcel 043.024.00)
into the Corporate Limits of the City of Norris, Tennessee was presented for first reading. Motion was made by Mayor
Mitchell to approve the first reading of Ordinance 555. Motion was seconded by Council Member Black. Motion carried
by voice vote. 13. City Manager Hester noted Public Hearings
would need to be set for Ordinances 555 and 556. Motion was made by Mayor Mitchell to approve the Public Hearing
date of September 10, 2012 at 5:30 p.m. Motion was seconded by Council Member Joy Wilson. Motion carried by voice
vote. 14. Council Member Tommy Mariner moved to adjourn.

City Manager's Report
- 2011-12 Year to Date (Estimated through June) Budget. Revenues and Expenditures
are generally on track to budget; with no changes since last Council meeting. Fiscal Year End projections
for the 110 General Fund:
- Approximately 2% miss on budgeted revenue (~$17,000)
- Approximately
3% under budget on expenditures (~25,000)
Final Fiscal Year 2011-12 figures will be available
later this summer. - New Purchasing Card Recommendation & Resolution.
Plans are in place to change providers for City purchasing cards. This change is at no cost. With Council
approval, the new provider will be Regions Bank. The City has enjoyed a very good relationship with Regions
via the local Norris branch, and moving our purchasing card activity to the same provider will allow us to leverage
existing accounts in a positive manner.
- Grant Updates.
- HOME GRANT. Applications will not be accepted until fall of 2012
- LPRF
Grant. The 2012 grant has been submitted. It features improvements for both Ridgeway
Park and Oak Road Park, and includes play and exercise equipment for all ages! Grant awards are expected
to be announced in October.
- Planning Grant. Plans are underway to purchase some
computer hardware and software to complete this grant. These items will be used to finish the transition
process from the State Local Planning Office to County and City resources.
- Annexation Updates. Annexation Ordinance 545 has been challenged.
Court dates have been set for November 27 & 28, 2012.
- Norris
City Council Election. Election for the next two-year term of Norris City Council is on
Tuesday, November 6, 2012. Candidates may pick up paperwork at the Election Commission office at the County
Courthouse and August 16th at noon is the last day to submit qualifying papers.
