ORDINANCE 554

 

AN ORDINANCE TO AMEND THE EXISTING TITLE 2, SECTION 4 OF THE NORRIS MUNICIPAL CODE, AS RECOMMENDED BY THE NORRIS RECYCLE COMMISSION.

 

 

WHEREAS, the Norris Recycle Commission desires to update Title 2, Section 4 of the City of Norris Municipal Code; and

 

WHEREAS, the Norris Recycle Commission has recommended an amended Title 2, Section 4 that includes Conservation be adopted by the Norris City Council; and

 

WHEREAS, the City of Norris City Council has the authority to amend the Municipal Code; and

 

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Norris, Tennessee as follows:

 

Section 1.   Title 2, Section 4 of the City of Norris Municipal Code be amended by replacing the current title of "RECYCLE COMMISSION" with "CONSERVATION/RECYCLE COMMISSION."

 

Section 2.   Title 2, Section 4 of the City of Norris Municipal Code be amended by replacing Subsection 2-402 in its entirety with:

  2-402. Duties and Responsibilities.  The shall report to the city manager and through him to the city council.  The commission shall work with city organizations as needed, to help maintain an effective and economical solid wast recyling program for the city.  The commission shall work to maximize the recycling of solid waste in the city.

The commission shall promote conservation of resources such as energy, water, and clean air by the residents of and of visitors to Norris.  These efforts will consist mainly (but not be limited to) public education through local schools, newspapers, and electronic media.  

Any proceeds generated from the commission's recycling activities shall go into the city's general fund as a recycling line item under user fees and charges.  The commission shall only spend funds appropriated by the city council and duly coordinated and authorized by the city manager.

The commission shall advise the city manager and city council of any cost effective ways of reducing recycled material in the city's operations and of any emerging methods for conservation of scarce resources. 

  

Section 3.   This Ordinance shall take effect and be in force from and after its approval on  July 9, 2012, the public welfare requiring it.
