IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL MET IN REGULAR SESSION ON MONDAY JUNE 11TH, 2012 WITH THE FOLLOWING COUNCIL
MEMBERS PRESENT: JACK BLACK, TOMMY MARINER, CHRIS MITCHELL, LOY JOHNSON,
HEAR THE PUBLIC
Ed McEleney, 123 Reservoir Rd., stated he had attended the Rogers Group proceeding at Anderson County Court
and was disappointed in the attendance by the citizens of Norris and Council.
Council Member Jack Black moved to approve Council Minutes as stated. The motion was seconded by Council
Member Tommy Mariner. Motion carried by voice vote.
Loy Johnson announced she would not be running for another term. She stated she had enjoyed serving on Council and encouraged
others to run and serve on Norris City Council.
2. Mayor Mitchell made a motion to appoint Jeff Merritt and Ralph Jordon the Watershed Board. Motion
was seconded by Loy Johnson. Motion carried by voice vote.
ordinance and recent workshop were reviewed and input was received from the public. It was agreed during the discussion
that the term "clutter" is too broad. Council Member Loy Johnson said she wanted the topic to continue.
Mayor Mitchell asked Council Members Loy Johnson and Jack Black to work with MTAS concerning the ordinance and to also ask
MTAS to review the ordinance submitted by Council Member Black and possibly bring a proposal to the table at the next meeting.
3. Ordinance 551 to rezone newly subdivided property (approximately 20 acres known as the
Evans property) to FAR was presented for second reading. Motion was made by Council Member Jack Black to approve the
second reading of the ordinance. Motion was seconded by Council Member Joy Wilson.Voting aye: Council Members
Black, Mitchell, and Wilson. Voting no: Johnson and Mariner.
4. The 2012-2013 Budget was presented for second reading. Council
Member Mariner stated he would like to add a line item that would ensure the consideration of a city-wide public warning system.
A motion was made by Council Member Mariner to amend the 2012-2013 Budget adding a line item for a public warning system with
amount to be determined at a later date. Motion was seconded by Council Member Mitchell. Motion carried
by voice vote.
5. Ordinance 550, 2012-2013 Budget Ordinance
was presented for second reading as amended.
A motion was made by Council Member Mariner to
approve Ordinance 550 as amended on second reading. Motion was seconded by Council Member Black. Motion carried
by voice vote.
CITY MANAGER REPORT
Manager Hester reported the roof replacement at the McNeeley Building was complete and the total cost was covered by insurance.
The Norris City Council election will be on November 6, 2012. The applications for Council are due
in August and can be picked up at the Anderson County Election Commission Office in Clinton.

6.Ordinance 552 to extend the
Gray Water a Permit on the New Norris House was presented for approval of the first reading. Council Member Tommy Mariner
makes a motion to approve the first reading. Motion was seconded by Council Member Joy Wilson. Motion carries
by voice vote. City Manager Hester noted a public hearing wasnot required.
7.Ordinance 553 to Rezone the Valentine property located on Highway a 441 to S-1. (Owners, Jim and Judy
Valentine) The reason the change is needed to allow the Valentine's to operate a meeting and gathering business.
Council Member Loy Johnson made a motion to approve Ordinance 553 on first reading and to hold the required Public Hearing
on 07/09/12 at 6:00 p.m. The motion was seconded by Council Member Jack Black. Motion carries by voice vote.
8.Ordinance 554 to revise the Recycle Commission Charter was presented for approval.
Motion was made by Council Member Tommy Mariner to approve the Ordinance on first reading and to hold the Public Hearing on
07/09/12 at 6:30 p.m. Motion was seconded by Loy Johnson. Motion carried by voice vote.
9. City Manager Hester reported the Annexation Study for Parcel 043-023.00 was completed. The next
step is to refer the Plan of Service Study to the Planning Commission for review. Motion was made by Mayor Mitchell
to refer the Plan of Service to the Planning Commission for review. Motion was seconded by Jack Black. Voting
aye: Black, Mitchell, and Wilson. Voting no: Mariner. Abstained: Johnson. Motion carried.
10. City Manager Hester reported the Annexation Study for Parcel 043-024.00
was completed. The next step is to refer the Plan of Service Study to the Planning Commission for review. Motion
was made by Mayor Mitchell to refer the Plan of Service to the Planning Commission for review. Motion was seconded by Joy Wilson. Voting aye: Black, Mariner, Mitchell, and Wilson. Abstained: Johnson.
11. City Manager Hester requested the monies
raised by Norris Little Theatre and Norris Animal Commission for 2011-2012 be rolled forward into the next fiscal year.
Motion was made by Loy Johnson to approve the request. Motion was seconded by Joy Wilson. Motion carried by voice

RE: City Manager's
1. 2011-12 Year to Date (Estimated
through May) Budget. Revenues and Expenditures are generally on track to budget; however, key misses
can now be projected, with no changes since last Council meeting:
REVENUES:Local Option Sales Tax
and Wholesale Beer tax are running slightly below budgeted revenue. A shortfall of ~$5,000 is projected for the current
Court Fines and Costs are running below budgeted revenue. A shortfall of ~$7,500 is projected
for the current fiscal year.
Wholesale Liquor Tax is running below budgeted revenue. We can now project 2011-12
revenue @ $15,000 to $18,000. This is half of the original projection and will equate to a shortfall of
$15,000 to $18,000.
TOTAL PROJECTED REVENUE SHORTFALL = ~$30,000.
OFFSET FROM SIDEWALK PROJECT = $32,246
EXPENDITURES:Legal expenses have currently exceeded budget by ~$10,000. This is due primarily to
annexation actions in the current fiscal year and the legal challenge to Annexation Ordinance 545. Additional legal
fees are expected.
Current funds now project to cover expenses through the month of July 2012. However, all
expenditures will be monitored closely to control any unnecessary spending.
A need to borrow funds may be needed
in July 2012 to meet normal operating expenditures for the beginning of the 2012-13 fiscal year prior to August 2012 tax collections.
The amount that will be needed will vary based on factors that may include: actual 2011-12 revenues, unplanned expenses, and
changes and/or adjustments in City services. Funds may be borrowed from internal and/or external sources.
2. Grant Updates.
HOME GRANT. Applications will not be accepted until fall of 2012
LPRF Grant. Work is underway on the new LPRF grant application by the Norris Recreation Commission.
Representatives from Norris Academy have been invited to participate in all aspects of the planning process. Applications
will be due this summer.
McNeeley Building Roof.Roof has been replaced and the cost has been covered
100% by insurance.
Annexation Updates. Annexation Ordinance 545 has
been challenged. Court dates have been set for November 27 & 28, 2012.
City Council Election. Election for the next two-year term of Norris City Council is on
Tuesday, November 6, 2012. Candidates may start picking up paperwork on May 18th and August 16th
at noon is the last day to submit qualifying papers.
