BE IT REMEMBERED THAT THE CITY OF NORRIS CITY COUNCIL MET IN CALLED SESSION ON JULY 25, 2011 @ 7:00pm WITH THE FOLLOWING COUNCIL MEMBERS PRESENT: JACK BLACK, CHRIS MITCHELL, LOY JOHNSON, TOMMY MARINER AND JOY WILSON

 

Others Present: Tim Hester, Frances Oates, Gene Oates, Loretta Painter, CA Ridge, Eric Paquette, Ed McEleney, Jon Dunn, Bruce Hicks

 

NEW BUSINESS

Mr. Hester presented an overview on the annexation actions to be considered by Council, regarding the proposed annexation of parcel 032 037.01.

1.       The proposed Plan of Services and Resolution to adopt same.

2.       Annexation Ordinance 531

3.       Ordinance 532 to zone newly annexed property to P-1, Professional and Civic District.

 

Jon Dunn, identified as the owner of parcel 032 037.01, commented from the audience that he had no problem being annexed into the City of Norris but would rather wait until after construction of a planned development has been completed. 

 

Mr. Mitchell asked when the construction would be done and what was the specific concern on City of Norris involvement on the project.

 

Mr. Dunn stated that increased bureaucracy, specifically the concern of changing building inspectors during the project, might cause issues.   His council had advised him to wait if possible and that his engineer would be better suited to answer such questions.

 

Mr. Mitchell asked if a building permit had been applied for and Mr. Dunn replied that it had not.   Mr. Mitchell stated he was not clear on the impact of annexation on the planned development.

 

Mr. Hester stated that there should be no impact on the planned development as a result of annexation.   The already submitted site plan would still be valid.  Both Anderson County and the City of Norris adhere to the same building code (2006 IBC).    CUB would inspect electrical and ACWA would inspect water and sewer regardless of annexation or not.

 

Ms. Johnson asked if Mr. Dunn had done any other large projects in the area.  Mr. Dunn replied he had and gave as example the Life Center at First Baptist Church in Andersonville.

 

Mr. Mitchell asked about the project timeline.  Mr. Dunn stated that he planned to break ground by December 2011 and the project should be completed within 14 months.

 

Mr. Hester suggested that the Plan of Service might be amended regarding City of Norris inspection services.  It might be possible to extend the period of time the County would retain inspection authority on the property.   Mr. Hester said he would evaluate this possibility through the County Building codes office and the city attorney.

 

Mr. Mitchell asked if this would satisfy Mr. Dunn's concerns.  Mr. Dunn stated that it should but that he needed to consult with his engineer.   Mr. Hester offered to meet with Mr. Dunn and his engineer to review concerns with the intent to present City Council with detailed concerns at the August 22, 2011 City Council meeting. 

 

Motion made by Mr. Mariner to table the second reading of Ordinance 531 until the August 22, 2011 meeting of City Council.  Seconded by Mr. Black.   Motion passed by unanimous voice vote.

 

Mr. Hester stated that the planned public hearing to rezone property on Hwy 61 per Ordinance 533 needed to be rescheduled due to insufficient time to advertise.   He suggested August 22nd.

 

Motion by Mr. Mariner to reschedule the Public Hearing for Ordinance 533, to rezone parcel 031 118.00 to P-1, Professional and Civic District, to August 22, 2011 @ 6:30pm.    Seconded by Ms. Wilson.   

Motion passed by unanimous voice vote.

 

Resolution 7-2011 was presented.  This resolution would allow the City to apply for a safety grant from TML to offset the purchase of needed safety equipment.

 

Motion to adopt Resolution 7-2011 was made by Mr. Mariner.   Seconded by Ms. Wilson.   

Motion passed by unanimous voice vote.
