ORDINANCE 526

 

AN ORDINANCE TO ADOPT A FEE SCHEDULE FOR THE NORRIS MUNICIPAL CODE, TITLE 18, UTILITIES AND SERVICES, SCHEDULE OF CHARGES FOR WATER AND SEWER SERVICE.

 

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Norris, Tennessee as follows:

 

Section 1.  A Fee Schedule of Charges of Water and Sewer Service is hereby adopted to read as follows:

 

                        SCHEDULE OF CHARGES FOR WATER AND SEWER SERVICE.  The following, except as hereinafter provided, shall be the schedule of charges for water and sewer service furnished within the corporate limits of the City of Norris by the waterworks and sewage system of said City, to wit:

 

MONTHLY WATER RATES

 

            RESIDENTIAL AND COMMERCIAL CUSTOMERS

 

            First 3,000 gallons per month at $5.313 per 1,000 gallons.

 

            Minimum Monthly Bills in Accordance with Meter Size As Follows:

 

            ¾" and smaller                $15.94

            1"                                               $28.19

            1 ¼"                                           $44.14

            1 ½"                                           $63.51

            2"                                             $112.93

            3"                                             $254.09

            4"                                             $444.91

            6"                                          $1,016.23

 

            RATES OUTSIDE THE CORPORATION LIMITS

           

            Residential - Per schedule above plus 25%

            Utilities/Public Water Supplies - $1.57/1,000 gallons

 

            All others - Per schedule above plus 40%

 

 

 

           

MONTHLY SEWER CHARGES

 

            First 3,000 gallons per month at $8.69 per 1,000 gallons

            Next 7,000 gallons at $4.47 per 1,000 gallons

            Each 1,000 gallons thereafter at $5.91 per 1,000 gallons

 

 

SPRINKLER CHARGES

The charge for service rendered by the waterworks system to each automatic sprinkler system (said service to include water consumed in the proper use of such system, without additional charge therefore) shall be at the rate of $23.47 per month for each four-inch connection or under;  $36.70 per month for each six-inch connection and $44.03 per month for each eight-inch connection.  Such charge or rental shall be due and payable at the end of each month during which automatic sprinkler system service has been available or has been rendered.

 

 

INSTALLATION AND TAP FEES

Cross connection inspection and testing fees                   $30

Water tap: The Norris Water Commission shall perform the initial water

               tap for a minimum charge of $550.00 or cost plus twenty percent

               (20%), whichever amount is greater.

Sewer tap: The Norris Water Commission shall perform the initial water

               tap for a minimum charge of $550.00 or cost plus twenty percent

               (20%), whichever amount is greater.

OTHER CHARGES AND FEES

            Non-refundable service connection fees for Water and/or Sewer:

  • Property owner $75
  • Non-Property owner $100
  • Temporary connection $40
  • Service Reconnection Fee for

nonpayment of services                         $50

  • All other reconnections $20

Same Day Installation/Reconnection or Overtime Installation/ Reconnection shall incur an additional non-refundable charge of $75.

 

Late Fee                                               10% of outstanding balance

Collection Fee                                      $30

                               

  

Repair and maintenance services and supplies and charges therefor.  

The Norris Water Commission is hereby authorized and empowered to contract for or render directly all supplies and/or construction, repair, or maintenance services necessary for or incidents to the providing of water and/or sewer services in accordance with the authority of the commission, and to establish equitable rates and/or charges to be paid by users, customers, and/or consumers for such supplies and/or construction, repair, or maintenance services.  Such rates and charges shall be based upon actual or estimated costs plus 20 per cent overhead, and are to be charged to the user, customer, or consumer for whom such supplies are furnished or for whom construction, repair, or maintenance services are rendered.  An inspection fee of $25.00 will be charged for sewer taps installed by the customer.  The commission is authorized and empowered to establish the necessary rules and regulations to insure the orderly and uniform handling of such service charges.

 

 

Section 2.   This Ordinance shall take effect and be in force from and after its approval on  June 13, 2011, the public welfare requiring it.
